Plane fare by zero installment. I think it will be great idea of middle class jobholders. Say you go to Sylhet by air and it cost 8000. For family it may cost 24000. So if someone is allowed to pay in 12 months installment(2000 per month) it would be great and affordable suddenly.

Airlines flight might be increased due to availability of this option which will be win win for both.

Airlines could allocate some seats for this option and asked to book atleast one month or  so.
In UK, British Airways sometimes sell tickets in installments.

Subsidy - direct transfer and not interfering the market price

Direct cash transfer has been applied on cylinder gas subsidy in india. Subsidy is directly transferred to the recipients, they book the cylinder and buy according to market price.

Some other ideas:::

In education, only those who pass from village schools may be given full free. Besides, government officals offsprings may get free tuition. Others have to go through rigorous means test.
Seat reserved for those who appeared in SSC at village. But the better thing would be give money to them to study in any private or monetary help if got chance.
 
Mix of quota and same for all may be the best. In the world, developed countries do not allow competition in jobs with other developing countries. So some quota may be there to ensure mobility.
Like usa, loan may be provided and interest during study period would be paid by the government and actual repayment would start after he or she starts earning or after two years of completion of study.
