Natural way of learning a language is listening,speaking, reading and writing. In addition it is best to immerse oneself in that learning environment. So you could not go to a place where the language is spoken, used in daily life try to artificially create it.
So when someone learns a language which is not his/her mother tongue, the following steps may be used. First, listen to everyday situations provided in a video with audio. Second, transliteration may be used in the second time to understand what is said. Third, look into the translation of the phrases said. Here a warning, don’t try to learn grammar and vocabulary in the beginning.

In the above procedure, if video is not available, go for just audio clips. Again, if audio clips are not available, one may go for traditional printed phrase books. Besides, it would be great if in the phrase book, situation and things around described like novel with emotion of the participant. It would be kind of compensate, but nothing could compensate with the originally in the situation and video.
When around 300 phrases of everyday use is learned, then one could go for vocabulary. In this stage, no grammar please. Grammar would come after a year of your studying spoken language. To learn vocabulary, it is best to use picture dictionary with standard pronunciation. Initially you may try to figure what is looking into the image rather than looking into translated meaning.
TV or radio news in the target language is not a good place for learning spoken language. Because things in the news are often political and not that much used in everyday spoken things. However at the later stage, one may watch or listen such tv or radio news. The best thing to watch is movies, dramas, serials. Listening to radio drama, interviews, songs.
To create an artificial environment, one may ask friends and families to talk in the target language. If possible,one may get a friend over internet and chat over voice applications like skype,viber over internet, communicate with emails, letters etc. One may also make friend of the target language in the university or the locality he lives.
The video of the target language would be the best if real human beings participated there. However, next thing may be animated cartoons.
