In the framework, the required of papers for a given
position is quite high, in most cases five times more. For example, in BUET and
IUT, the required no of journal papers for Professor is 7.

So obviously even in the current tough situation where
almost no research fund provided, such
no of papers could be written from research. Again, if a faculty member
publishes a paper as third or fourth paper, it would still be counted against
his name. So this proposed framework would create mutual cooperation inside the
university and externally as well for mutual benefit. Yearly increment would be stopped if the
required no of papers are not published.
Besides, promotion may not depend on the no of positions available
in the organogram as in Malaysia universities. However, if there is funding
shortage, only designation would be provided to the above the no allotted in
the organorgram and the person would get salary of the previous position with
yearly increment.This would be a solve the prevalent problem of promotion jam
in most universities without putting strain on university budget.
