Author is not required to be the first author.
In the framework, the required of papers for a given position is quite high, in most cases five times more. For example, in BUET and IUT, the required no of journal papers for Professor is 7.
As found in websites of the faculty members, the no of published journal papers of two prominent MCE faculty members of IUT are:
Prof. Dr. A.K.M. Sadrul Islam
70
Prof. Dr. Md. Anayet Ullah Patwari
65

So obviously even in the current tough situation where almost no research fund provided, such  no of papers could be written from research. Again, if a faculty member publishes a paper as third or fourth paper, it would still be counted against his name. So this proposed framework would create mutual cooperation inside the university and externally as well for mutual benefit.  Yearly increment would be stopped if the required no of papers are not published.
Besides, promotion may not depend on the no of positions available in the organogram as in Malaysia universities. However, if there is funding shortage, only designation would be provided to the above the no allotted in the organorgram and the person would get salary of the previous position with yearly increment. This would be a solve the prevalent problem of promotion jam in most universities without putting strain on university budget.

Gradual move to Minimum Wage

In many locations, workforce is available below the standard minimum wage. Infact, government rules do allow such wage, even govt employees do not get minimum standard wage. In such scenario, as a private business, it would be difficult to provide minimum wage as it will take out the competitive edge. The remedy may be providing 20% extra than the going market rate and as the business gets profitable, then try to use that profit to increase salary to an extent that it matches minimum standard wage. After reaching minimum standard wage, the business may follow market rule and giving bit extra than market is always motivating for the employers.
